During the 2025/2026 academic year, student office hours are held weekly on Tuesdays from 2.00 to 4.00 p.m., both in person and online.
Students are kindly asked to book by e-mailing filippo.zatti@unifi.it at least 48 hours in advance, stating the purpose of the meeting; office hours may not take place if no appointments are booked.
Appointments outside the scheduled hours can also be arranged by e-mail. Office hours are guaranteed during examination periods and for graduating students, remotely where necessary.

Filippo Zatti è professore associato di Diritto dell'economia presso il Dipartimento di Scienze per l'Economia e l'Impresa (DiSEI) dell'Università degli Studi di Firenze. Ha conseguito la laurea in Economia con lode e auspicio di pubblicazione (Firenze, 1996) e il dottorato di ricerca in Diritto pubblico dell'economia (Sapienza Università di Roma, 2002).
Coordina l'unità di ricerca BABEL (Blockchains and Artificial Intelligence for Business, Economics and Law), fondata con il prof. Mauro Lombardi nel 2019, ed è co-fondatore e co-direttore della collana Studies in Market Regulation (Giappichelli). È stato responsabile dell'unità di Firenze del PRIN 2022 DeTOKoDE.
Nel 2026 ha ideato e coordina BABELing, serie podcast di comunicazione scientifica dell'Ateneo su blockchain e intelligenza artificiale, selezionata nel programma UNIFI EXTRA+ e realizzata grazie a una campagna di crowdfunding.
La sua ricerca riguarda la trasformazione giuridica dell'ordine monetario e delle infrastrutture di pagamento: regolazione europea delle cripto-attività e della moneta tokenizzata (MiCAR), euro digitale e CBDC, riforma dei servizi di pagamento (PSD3/PSR) e moneta programmabile.
È Academic Fellow dell'European Banking Institute (EBI, Francoforte) e Individual Fellow dell'European Law Institute (ELI, Vienna). Nel 2025 è stato nominato esperto della Commissione europea (DG CONNECT) per il monitoraggio del progetto NGI TALER. Tra i volumi più recenti ha co-curato Digital Assets and the Law (Routledge, 2024) e The Tokenized Economy (Giappichelli, 2026).

L'attività scientifica si colloca nell'area del diritto dell'economia, con specifico riferimento alla trasformazione giuridica ed economica dell'ordine monetario e delle infrastrutture di pagamento. Le linee di ricerca prevalenti riguardano la regolazione europea delle cripto-attività e della moneta tokenizzata (MiCAR), l'euro digitale e l'impatto delle CBDC sulla disintermediazione bancaria, la riforma dei servizi di pagamento (PSD3/PSR), la moneta programmabile e i pagamenti AI-condizionati.
Responsabile dell'unità di Firenze del PRIN 2022 DeTOKoDE — Designing a Governance for the Token Economy in a Decentralised Era (2023–2026; coordinatore nazionale: Prof. R. de Caria, Università di Torino). Lo studio degli istituti giuridici che plasmano il rapporto tra diritto e mercato e che riflettono le trasformazioni in atto del fenomeno giuridico, anche per effetto delle tecnologie DLT e blockchain.
La ricerca coniuga una prospettiva pubblicistica — la regolazione indipendente e il ruolo delle autorità di vigilanza dei mercati finanziari, i profili della «costituzione economica» e il rapporto tra pubblico e privato — con una crescente attenzione ai profili privatistici: la natura e la circolazione giuridica delle cripto-attività e della moneta tokenizzata, i contratti e gli smart contract, il rapporto banca-cliente e le nuove forme di organizzazione decentralizzata (DAO).
Al centro dell'attività attuale vi sono la regolazione europea dei mercati cripto (MiCAR), l'euro digitale e le CBDC, la riforma dei servizi di pagamento (PSD3/PSR) e la moneta programmabile.
Filo conduttore di queste ricerche è la dislocazione del potere sovrano sulla moneta e sui mercati prodotta dalle tecnologie a registro distribuito, e la domanda su che cosa questa trasformazione cambi per le persone. Nell'ambito dell'unità di ricerca BABEL (Blockchains and Artificial Intelligence for Business, Economics and Law), che coordina, l'analisi si estende all'intelligenza artificiale e al suo impatto su mercati, istituzioni e diritti.

Filippo Zatti is Associate Professor of Economic Law at the Department of Economics and Management (DiSEI), University of Florence. He holds a degree in Economics with honours and a recommendation for publication (Florence, 1996) and a PhD in Public Economic Law (Sapienza University of Rome, 2002).
He is the scientific coordinator of the BABEL research unit (Blockchains and Artificial Intelligence for Business, Economics and Law), which he co-founded with Prof. Mauro Lombardi in 2019, and co-founder and co-director of the Studies in Market Regulation book series (Giappichelli). He was head of the Florence unit of the PRIN 2022 project DeTOKoDE.
In 2026 he created and now coordinates BABELing, the University's science-communication podcast series on blockchain and artificial intelligence, selected under the UNIFI EXTRA+ programme and funded through a crowdfunding campaign.
His research addresses the legal transformation of the monetary order and payment infrastructures: the European regulation of crypto-assets and tokenized money (MiCAR), the digital euro and CBDCs, the reform of payment services (PSD3/PSR) and programmable money.
He is an Academic Fellow of the European Banking Institute (EBI, Frankfurt) and an Individual Fellow of the European Law Institute (ELI, Vienna). In 2025 he was appointed an expert of the European Commission (DG CONNECT) for the monitoring of the NGI TALER project. His recent co-edited volumes include Digital Assets and the Law (Routledge, 2024) and The Tokenized Economy (Giappichelli, 2026).

The study of the legal institutions that shape the relationship between law and the market and that reflect the ongoing transformation of the legal phenomenon, also driven by DLT and blockchain technologies.
The research combines a public-law perspective — independent regulation and the role of financial-market supervisory authorities, the dimensions of the “economic constitution” and the relationship between the public and private spheres — with a growing focus on private-law profiles: the legal nature and circulation of crypto-assets and tokenized money, contracts and smart contracts, the bank–client relationship and new forms of decentralized organization (DAOs).
Current work centres on the European regulation of crypto markets (MiCAR), the digital euro and CBDCs, the reform of payment services (PSD3/PSR) and programmable money.
The common thread of this research is the dislocation of sovereign power over money and markets brought about by distributed ledger technologies, and the question of what this transformation changes for people. Within the BABEL research unit (Blockchains and Artificial Intelligence for Business, Economics and Law), which he coordinates, the analysis extends to artificial intelligence and its impact on markets, institutions and rights.

Creator and scientific coordinator of BABELing, a University of Florence science-communication podcast on blockchain and artificial intelligence, produced by the BABEL research unit (DISEI–DIMAI).
