Elda Brogi è Vicedirettrice del Centre for Media Pluralism and Media Freedom (CMPF), presso il Robert Schuman Centre for Advanced Studies (RSCAS/EUI), e Professoressa (a tempo parziale) all’Istituto Universitario Europeo (EUI).
È stata Coordinatrice Scientifica del Centre for Media Pluralism and Media Freedom dal 2012 al 2024.
Il progetto di punta del CMPF è il Media Pluralism Monitor (MPM), un’analisi del rischio per il pluralismo e per la libertà dei media negli Stati membri dell’UE e nei Paesi candidati. Il MPM è utilizzato dalla Commissione Europea come principale riferimento per valutare il “pluralismo dei media” negli Stati membri dell’UE nell’ambito del Rule of Law Report annuale.
All’interno dell’EUI, è anche membro del progetto EDMO (European Digital Media Observatory), dove coordina il lavoro del CMPF nell’ambito del Task on Policy Research and Analysis. Il focus della ricerca riguarda la regolamentazione delle piattaforme e dell’intelligenza artificiale, in particolare l’attuazione del Code of Practice on Disinformation nel contesto dell’implementazione del Digital Services Act.
Dal 2002 insegna Diritto dell’Informazione e della Comunicazione in Università italiane e, attualmente (dal 2006), è docente del corso di “Diritto della comunicazione” all’Università di Firenze.
I principali interessi di Elda Brogi spaziano dal diritto costituzionale, europeo, dei media, dei diritti umani, dell’intelligenza artificiale, di internet e alla regolamentazione delle piattaforme. È laureata in Giurisprudenza (Università di Firenze) e ha conseguito un Dottorato in Diritto Pubblico e Diritto Costituzionale (Università La Sapienza di Roma). Ha superato l’esame di abilitazione forense.
È stata borsista del Seminario di Studi Parlamentari “Silvano Tosi”, organizzato dal Parlamento e dall’Università di Firenze.
Elda Brogi vanta un’ampia esperienza nei Comitati di Esperti del Consiglio d’Europa.
Recentemente è stata membro del Comitato di Esperti MSI-RES sul Rafforzamento della Resilienza dei Media presso il Consiglio d’Europa, dove ha ricoperto il ruolo di correlatrice del rapporto sulle Buone pratiche per un finanziamento sostenibile dei media di informazione. Ha inoltre fatto parte del Comitato di Esperti MSI-REF sull’Ambiente Mediale e le Riforme, dove è stata nominata correlatrice per la raccomandazione del Comitato dei Ministri agli Stati membri sulla comunicazione elettorale e la copertura mediatica delle campagne elettorali. Ha partecipato anche ad altri due comitati di esperti: il Comitato sul pluralismo dei media e la trasparenza della proprietà dei media (MSI-MED, 2016-2017) e quello sulla protezione del giornalismo e la sicurezza dei giornalisti (MSI-JO, 2014-2015).
Nel 2023, su richiesta della Commissione Cultura del Parlamento Europeo, ha redatto un’analisi sulla proposta di European Media Freedom Act (titolo dello studio: The European Media Freedom Act: media freedom, freedom of expression and pluralism, Parlamento Europeo, Dipartimento per i Diritti dei Cittadini e Affari Costituzionali, Direzione Generale delle Politiche Interne, 2023, Studio PE 747.930 – link allo studio).
Prima di entrare al CMPF, Elda Brogi ha lavorato presso i Parlamenti europeo e italiano sui temi delle politiche e legislazione in materia di media, regolamentazione delle comunicazioni elettroniche, libertà di espressione, diritti umani, governance, redazione normativa e better regulation. È stata anche ricercatrice presso le Università di Firenze (Media Integration and Communication Centre) e Perugia, e research associate presso l’EUI (Dipartimento di Diritto). Ha inoltre lavorato come esperta in diritto informatico in uno studio legale e come consulente per istituzioni internazionali in materia di media e diritto delle tecnologie, partecipando (in alcuni casi come coordinatrice) a numerosi progetti di ricerca europei e italiani.
È stata membro del Comitato Consultivo del Rapporto UNESCO “World Trends in Freedom of Expression and Media Development” del 2017.
Fa parte del Comitato Direttivo della rivista Medialaws e del Comitato di Direzione della Rivista Italiana di Informatica e Diritto.
È membro della CEPR Research Policy Network on Media Plurality.
È autrice di pubblicazioni nel campo del diritto dei media e della regolamentazione delle piattaforme ed è invitata come relatrice in conferenze internazionali e gruppi di lavoro su studi e politiche dell’informazione e dei media.

Elda Brogi, is Deputy-Director of the Centre for Media Pluralism and Media Freedom (CMPF), Robert Schuman Centre for Advanced Studies (RSCAS/EUI) and Professor (part-time) at the European University Institute (EUI).
She has been the Scientific Coordinator at the Centre for Media Pluralism and Media Freedom from 2012 to 2024.
The flagship project of the CMPF is the Media Pluralism Monitor, a risk-based analysis on media pluralism and media freedom in EU member states and in candidate countries. The MPM is used by the European Commission as the main reference to assess “media pluralism” in EU member states under the annual Rule of Law Report.
Within the EUI, she is also a member of the project EDMO, European Digital Media Observatory where she coordinates the CMPF work under the Task on Policy Research and Analysis. The focus of the research is on platform and AI regulation, and, in particular, the implementation of the Code of Practice on Disinformation within the framework of the Digital Services Act implementation.
Since 2002 she has been teaching Information and Communication Law in Italian Universities and, currently (since 2006) she teaches “Communication law” at the University of Florence.
Elda Brogi’s main interests span Constitutional, European, Media, Human Rights, AI, Internet law and Platform regulation. She holds a degree in Law (University of Florence), a Ph.D. in Public Law and Constitutional Law (University La Sapienza, Rome). She passed the bar examination.
She was a fellow of the Seminario di Studi parlamentari “Silvano Tosi” organised by the Parliament and the University of Florence.
Elda Brogi has an extensive experience working in Expert Committes in the Council of Europe.
She recently served as a member of the MSI-RES committee of Experts on Increasing Resilience of Media at the Council of Europe. Within the Committee she was co-rapporteur of the report on Good practices for sustainable news media financing.
She also served as a member of the Council of Europe MSI-REF Committee of Experts on Media Environment and Reform. Within this Committee she was also appointed as co-rapporteur for the draft recommendation by the Committee of Ministers to member States on election communication and media coverage of electoral campaigns. She has served as a member of two other expert committees at the Council of Europe: the Committee of experts on media pluralism and transparency of media ownership (MSI-MED) in 2016- 2017 and the Committee of experts on protection of journalism and safety of journalists (MSI-JO) in 2014-2015.
In 2023 she was asked by the Culture committee at the European Parliament to write an analysis on the European Media Freedom Act proposal (The European Media Freedom Act : media freedom, freedom of expression and pluralism, European Parliament, Policy Department for Citizens’ Rights and Constitutional Affairs, Directorate-General for Internal Policies, 2023, Study PE 747.930 - https://hdl.handle.net/1814/75938).
Before joining the CMPF, Elda Brogi has worked at the European and Italian Parliaments assisting and advising MPs on media policies and legislation, electronic communications regulation, freedom of expression, human rights, governance, drafting and better regulation. She worked also as research fellow at the Universities of Florence (Media Integration and Communication Centre) and Perugia and as a research associate at the EUI (Law Department). She also worked as a specialist in IT law in a law firm and a consultant for international institutions on media and IT law and participated in (in some cases coordinating) many European and Italian research projects. Member of the Advisory council for the 2017 “World Trends in Freedom of Expression and Media Development” Report, UNESCO.
Member of the Steering committee of the review Medialaws and of the Direction committee of the review Rivista Italiana di Informatica e Diritto.
Member of the CEPR Research Policy Network on Media Plurality.
She is author of publications in the field of media law and platform regulation and she is an invited speaker in international conferences and working groups on media and information studies and policy.

2013- Scientific coordinator (and researcher) of the EU Media Pluralism Monitor pilot-test project http://monitor.cmpf.eui.eu/. The project developed a monitoring tool for assessing risks for media pluralism in the EU Member States and identifying threats to such pluralism based on a set of indicators, covering pertinent legal, economic and socio-cultural considerations. In 2013-2015 the tool was overall implemented in EU-28 countries. In 2016 it will be implemented in EU28 again and in 2 non-EU countries;
